  Often licensing officers complain about pedlars because they have no control over them and they do not like their town centres becoming overcrowded especially if there is an event or a charity booked in. I have tried to be extremely considerate towards you and have asked if there are any particular days that would not be convenient for my agents to work in your area but you have been unforthcoming with any useful information.
  
  I am extremely disappointed that you seem unwilling to cooperate with me to organise working in your area as I believe that this would be beneficial for all of us. I know that your council have made an application for a bylaw preventing pedlars from working in your area but I am not sure if you are aware that Manchester and Bournemouth spent a lot of money on their Bills and did not get what they wanted, which was to force pedlars door to door and it would seem most unlikely that you will succeed either. I have also been an active participant in the Durham University research for BERR and 99% of the public asked said that they would rather be approached by a pedlar in the street than have them knocking at their door. This being the case an effort on your part to work with pedlars would be the best solution for everyone.
  
  I will not tolerate the way your colleague treated us the last time we were in Reading and I do not want my agents to be unfairly treated again. I am therefore giving you notice that my agents will be working in Reading this Thursday and I hope that you can inform anyone who asks that they have a right to be there. I am also giving you the last opportunity to let me know if there are any other organisations booked in on Thursday and if there are I will not come.
