• Manchester City Council Bill

• I am the Agent for Mr David Murphy, a Petitioner “Against” the Manchester City Council Bill (“Bill”), (“Manchester”);
  
  David Murphy holds a current Certificate issued by authority of Police in Manchester; he relies on his bona fides as witnessed by his Certificate.
  
  The “Bill” in the House of Lords with the Bournemouth Borough Council Bill (“Bill”), (“Bournemouth”), has five main purposes and is:
  
  - to extend the scope of Schedule 4 to the Local Government (Miscellaneous Provisions) Bill [HL] Act 1982...(“the 1982 Act”);
  “the 1982 Act” section 3 enables local authorities to adopt the licensing regime set out in Schedule 4;
  “Manchester” & “Bournemouth” have adopted the regime... (“the regime”);
  “the regime” is to regulate the provision of services on the street as well as the sale of articles;
  “the regime” enables local authorities to regulate “street trading”;
  
  (definition of “street trading” within the 1982 Act - “selling of or offering for sale of any article (including a living thing) in a street”;
  regulation of “street trading” by local authority is by “license”)
  
  “Manchester” & “Bournemouth” “Bill”s are to alter the “effect of the 1982 Act as it applies to the area of the Council”; the “Bill” will effect “holders of a pedlar’s certificate”; Mr Murphy is concerned by the effect of the “Bill”:
  
  - the effect of altering the “effect of the 1982 Act (as it applies to the area of the Council)”: is to remove the distinction made in the 1982 Act section 3, schedule 4, between: - paragraph 1(2)(a) the exemption of a pedlar (in effect holding the pedlar by authority of the Pedlars Act 1871 outside the requirement of “street trading” licensing) and of the exemption to door to door sales in paragraph 1(2)(e) “to occupiers of premisis adjoining any street”:
  - occupiers of premisis adjoining any street are on separate ground, outside of “the regime”, outside application of “street trading” licensing to that of a Pedlar Certificate.
  
  Purpose (1) of the “Bill” : - “to extend the scope of (“the 1982 Act”)”: “only by means of visits from house to house” introduces regulation to the domestic demesne: - Mr Murphy Petitions “Against” and is drawing attention to “the scope ( of the 1982 Act)” not being extended but in effect diminished, is not able to hold the public safe, is not expedient nor for the public good.

• Dear Mr chope ,First of all I would like to thank you for your continuous support .I would just like to say you must be very frustrated as a barrister that town
  centre officers make up all those lies.For example saying there was a pedlar selling balloons outside a shop selling the same goods, But I can tell you now thats all lies and thats why there is no proof of this. At the age of 18 I had a old bedford ice cream van and I was selling ice cream in the city of London I know
  want goes on and want doesn't when it comes to working on the streets of the uk. I Really Wish I could come and say my piece in parliament. I am amazed
  they can make up all the lies and not back it up with evidence.
  
  
  Also I am not sure if your aware but I carried out a hundred surveys asking the british public there thoughts on pedlars and everyone of them said pedlars should be left alone and that will bring colour to the high streets. I passed this information onto the Durham university with everyones telephone number as they said they would call everyone.
  
  If you have been on my website you will see Ive just purchased a holiday home at a cost of 42,000 pounds for familys who have never had a break,disabled,
  terminally ill etc etc,I pay for the finance on this from my work and I also have to pay 4800 pounds a year ground rent. Please see a email below from a family I received today.I will be giving them the use of the holiday home.

  Hello was hoping you could help i brought one of you santas a few weeks ago and when the man told me what they were for i explained i had disabled daughter she has mild cerabal palsy which effects her left side mainly her left leg she gets very fustrated about this as she falls alot,the main reason i thought i would email you is my sister who is 26 has just had a baby boy called charlie in August she and her partner and there 5 year olds son jack have had a very tough time since he was born he spent the first three wks of his life in brighton intensive care where they were told he had severe cerabal palsy to the point where he wouldnt hear see hold his head up feed properley they said his brain is so damaged there was nothing much left to damage they were told to make the decison to withdraw care as this would be kinder as his quality of life wouldnt be much or to continue care, they had made the hard decison to let him go but charlie decided to hold his own, he was transfered to the conquest nearer to home but then had to go back up to brighton for a operation on his stomach, then was transfered back down to conquest, he feeds through a tube that goes through to his tummy, hes on ten lots of medication due to him fitting and being in pain, reflux,and sedation as charlie doesnt sleep lucky if my sister gets 2 hrs a night , they cant give charlies life expectancy , as he could get a cold or infection which could cause him to fit , all this is very stressful for them and the family, i help by having charlie for the night as my sister need to have her sleep to be able to look after both her sons charlie has been out of hospital for about 3 wks in total, has open access to hospital, i have been with them through most of this so my children have been cared for by family while i have been there for them so i feel we could all do with a holiday,to cheer us up after this very difficult time, hope you could help.
