This Act enables the Local Better Regulation Office to co-ordinate regulatory enforcement by local authorities and for the creation of civil sanctions for regulatory offences as an alternative to criminal prosecution when enforcing existing legislation.

Local Authorities are now empowered with an alternative to expensive private legislation to remove perceived problems caused by rogues pretending to be licensed street traders. 

Private legislation has failed to remove rogues in, for example, City of Westminster.

Instead of modeling public legislation on untested private business in Parliament, pedlars seek government guidance on updating the application procedure for a Pedlars Certificate.
